Dear Father Senan, In reply to your letter of 11th instant on the subject of the treatment of habitual drunkards, I appreciate the compliment of being asked to contribute to the Capuchin Annual but I do not feel that I should take advantage of it. As Minister for Justice I think it better that anything I have to say on such subjects should be said in the Dail rather than in an unofficial way. I understand, also, that several Statutes were enacted between 1879 and 1903 on the lines now suggested and that a public Institution for the detention and treatment of inebriates was actually provided (at Clonmel, I believe) but that the experiment was a complete failure. In all the circumstances I would prefer not to commit myself publicly to any opinion on the subject, and would ask you to treat even this letter as a purely personal one intended for your own eyes only.
