DEAR SIR, I take the liberty of submitting for your consideration, and that of your County Committee, the enclosed Reports, drawn up by myself, on three of the most urgent subjects we have to deal with: viz., Compensation, Charges, and Purchase. It would be well that these were carefully considered by the Committee before the next meeting of the Delegates. With regard to the Report on Compensation, it is considered essential that an estimate should be made of the loss already sustained, so that, if called upon hereafter to submit to further exactions, we may be able to refer to it. I wish to state most emphatically that these Reports are in no way authorized or approved by the Executive Committee of the Landlords' Convention, and that I myself am alone responsible for them.
